Unable to adjust horizontal window size in mac OS low resolution

Description

Testing in Mac OS X (El Capitan) at 1344x756 resolution, bottom of window was hiding behind application tray, I minimized app tray and attempted to adjust window size bottom to sit above app tray but was unable to make horizontal adjustments to window size... only vertical works.

When testing 2.6.21 on Ubuntu Zesty, if you toggle out of full screen view, the bottom of the window is off screen and cant reach bottom to adjust horizontally.

In the video you can see me grab the bottom right corner of the minimized window and attempt to adjust it but only the vertical side adjusts and the horizontal side does not. I also demo the cursor grabbing the bottom of the window and attempting a horizontal adjust upwards and nothing happens.

@ Jeff - This may be by design according to a note I received from Alexei on ticket T1173 which he deemed as a duplicate of closed ticket T910. Seems to be the same issue in low resolution across multiple platforms. Please advise if I should close this ticket as well.
