Cura 2.6.69 and Cura 3.2.20 initial layer printing temperature not changing

I have a helpdesk ticket ID 165207 where the customer is setting their initial layer temperatures at 200C and then tries to get the following layers up to 230C, the settings they have are correct in Cura (picture of settings attached)

Cura is not setting the lower temperature to start the print, but instead going straight to 230C. We were able to duplicate this in tsr.

We also tested on Cura 3.2.20 and it had the same problem of not keeping the initial layer temperature changes. We also tried changing the default print temperature and it was still overridden by the base printing temperature.

Customer is using Windows 7 64 bit

I'm sorry, I forgot to add that. this is on a Taz 6, standard extruder, however it also happened on a V3 dual as well over here.

I have a few more follow up questions. What material were they working in? What was the base material and the quality profile chosen in this material they were working from? and what was the general size of the model being printed (so I can estimate how long/large the 1st layer is)?

I am not sure how to fix the error in the Taz 6 Dual V3 Start Gcode because I have not written any start code for more than one nozzle but it does appear to be lacking the _layer_0 for one or both of the nozzle temp ups. I am going to double check my start codes for all printers and toolheads and report back.

@anolen Great catch, thanks for verifying! @bigmansas Go ahead and update the customer on how to fix the start gcode, and we will get it updated in the 3.2.22 release and later.
