step stacking when scrolling error

Behavior encountered
After scrolling to the bottom of the guide, the steps are stacked on top of each other when scrolling back up. Image attached.

Steps to reproduce:

  • Scroll to the bottom of the page
  • Scroll back up

System info:

OS: Debian 8
Window Managers: Gnome 3.14.1, XFCE
Browsers:
Chromium 47.0.2526.80 Built on 8.2
Chromium 46.0.2490.71 Built on 8.2

Unable to reproduce this with either Chromium version 72.0.3626.122 (Developer Build) built on Debian 9.8, or Firefox 60.6.1esr running on Debian 9.8 (64-bit) in the T377-better-sticky-scroller branch.

The T377-better-sticky-scroller branch is merged into staging to address this issue.
