Determine Y-axis belt tensions

Description

I have tighten the Y-idler securely against the end plate for each test with the tension meter. The average was 30.025 from the results below:

@tutley if we need to we can move the motor back on the motor mount and raise the tension a little

The changes made in T4698 are included in this change.
My belt tension went from 23 to 45

It looks like this was installed on all MER and R&D Alphas. @MikeR @west did you see acceptable belt tensions on those machines?

@Steven my belt tension did go u[p a little more and I have more room to adjust the belt tension so I would say it was acceptable.
