Removal of G21 from firmware causes problems with slicers other than CuraLE

Description

G20 should generate an error and G21 can be quietly ignored but returning "unknown command" is a bad choice.

The new slicer Pathio, supported by E3D, has G21 commands in the generated GCode that come from outside the start gcode. I haven't surveyed all the available slicers, but it wouldn't surprise me if others did as well.

Unless you can point to a statement from the Marlin developers that G20 and G21 are deprecated, I don't think Aleph Objects should be the pioneer for this change.

I have opened a Marlin issue, 13228, as this probably should be fixed in the core Marlin firmware.

@b-morgan: This was already corrected in FW .94 and above and the fix has been pushed to Marlin upstream. Please double check that as of .94 this no longer is an issue and if so, close down this ticket.
