Create SPI interface for SPI EEPROM chip

Description

We need to port our SPI EEPROM Arduino Test (SEAT) repo to Redeem: https://code.alephobjects.com/diffusion/SEAT/

It will be used for storing and retrieving information to/from the toolheads. Here's its datasheet: http://ww1.microchip.com/downloads/en/DeviceDoc/20005205A.pdf

This task will also require that we come up with a standard/generic structure for the data which will be stored on these ICs.

Please feel free to comment on the interface and/or do a code review. The library is general enough that it should be able to support any values that we decide to store in the EEPROM. Next steps are to decide what those values are.
