Yes ATM docs are intentionally removed from the package to save space (they do add 90MB).
Looks like this is still happening, btw.

While the repo not existing is still an issue, I managed to get coin-4.0.0a to compile from the main portage tree, which works around my need for the -9999 fork.

Ah, didn't realize we were including this file in the build of FreeCad. In the drawing we looked at the template was being grabbed from the directory I noted above.
@Steven, I don't think it was really updated in FreeCAD repo for both Drawing modules.
The new svg with the 2018 copyright is in /shared-j/Documents/R&D/titleblocks/A4_Landscape_Aleph_2018.svg

The highlighted yellow sketch in the worktree is the sketch i am fixing. The green highlighted line on the model is the external geometry i am trying to reference

Either way we will need a way to modify existing drawings (add missing dimensions with the same line weight used on the rest of the page) without redrawing them entirely in a new module.
My understanding after discussing with R&D is that differences in the TechDraw module would prevent us from modifying existing drawings, as well as change the appearance of future drawings.
Could you possibly elaborate on that migration?

Drawing Dimensioning module becomes obsolete. I think it's possibly a right time to move to built-in TechDraw module.
@west, It seems like this was fixed, because I can't reproduce this on 0.17R12621
