Took care of this since drawing dimensioning no longer works with FreeCAD 0.18 and thus we needed a functional template for Techdraw. Turned out to be some extra things inkscape had in the file that Techdraws SVG interpreter couldn't comprehend, such as translations. Solution was to go into inkscape and select all, delete layer, paste in place. This essentially resets the objects to de-link them from the weird code. Yes ATM docs are intentionally removed from the package to save space (they do add 90MB).
Looks like this is still happening, btw.

While the repo not existing is still an issue, I managed to get coin-4.0.0a to compile from the main portage tree, which works around my need for the -9999 fork.

Ah, didn't realize we were including this file in the build of FreeCad. In the drawing we looked at the template was being grabbed from the directory I noted above.
@Steven, I don't think it was really updated in FreeCAD repo for both Drawing modules.
The new svg with the 2018 copyright is in /shared-j/Documents/R&D/titleblocks/A4_Landscape_Aleph_2018.svg
